Ruto nominates Amani Komora as National Police Service Commission chair, Angeline Siparo as member

President William Ruto has nominated Dr Amani Yuda Komora as the new chairperson of the National Police Service Commission (NPSC), in a move aimed at enhancing police oversight and strengthening human resource management within the service.
In a statement on Monday, Chief of Staff and Head of Public Service Felix Koskei said the nomination was made under Article 250(2)(b) of the Constitution and Section 9(5) of the National Police Service Commission Act.
“The President has exercised his constitutional mandate to nominate Dr Komora as chairperson of the NPSC. The commission plays a critical role in recruiting, appointing, promoting, and exercising disciplinary control over officers within the National Police Service," Koskei said.
Komora previously served as vice chairperson of the Salaries and Remuneration Commission (SRC).
He has also held senior roles, including general manager of Human Resources and Administration at the Kenya Ports Authority (KPA), assistant commissioner for human resources at the Kenya Revenue Authority (KRA), and membership in the National General Wages Council.
He holds a PhD in Human Resource Management from Jomo Kenyatta University of Agriculture and Technology.
Also nominated to the commission is Angeline Yiamiton Siparo, who will serve as a member, pending parliamentary approval.
Siparo has coordinated the Young African Leaders Initiative (YALI) Legacy Localisation Project across 49 countries and served as Chairperson of the National Aids Control Council between 2016 and 2022.
Her career includes leadership roles at Oxford HR (AU/Africa CDC), Catholic Medical Mission Board (CMMB), Population Reference Bureau (PRB), UNAIDS, Futures Group International, and Family Health International (FHI). She holds a Master of Arts Degree in Counselling Psychology from USIU-Africa.
Selection panel recommendations
The nominations of Komora and Siparo follow recommendations made by a selection panel appointed to recruit candidates for the positions, as outlined in Kenya Gazette Notice No. 1181.
If approved by Parliament, Dr Komora will assume the role of Commission Chairperson, with Siparo joining the five existing members from various regions: Peris Muthoni Kimani (Kiambu), Edwin Cheluget (Nandi), Benjamin Juma Imai (Bungoma), Prof Collete A. Suda (Migori), and Siparo herself (Narok). Dr Komora represents Tana River County.
Each commissioner will serve a single, non-renewable six-year term.
Established under Article 246(1) of the Constitution, the NPSC is responsible for recruiting and appointing officers to the National Police Service, confirming appointments, managing promotions and transfers, and exercising disciplinary control, subject to due process.
Beyond administrative duties, the Commission also provides policy direction on matters of police welfare, accountability, and professionalism.
The appointments come amid growing public scrutiny over police conduct and reform, with the government reaffirming its commitment to modernising and professionalising the police service under constitutional principles and human rights standards.
