ODM shuffles Mombasa County leadership, ousts Likoni MCA as majority leader

Likoni Ward MCA Athman Rama Mwamwiri has been stripped of his role as Leader of the Majority Party in the Mombasa County Assembly, following an internal resolution by the Orange Democratic Movement (ODM) party.
The announcement was made by Speaker Aharub Khatri, who stated that the decision adhered to Standing Orders 15(3), 15(4), and 15(5), and was communicated through the appropriate party structures.
The leadership change was triggered by a resolution passed by ODM members, which endorsed Ganjoni MCA, Priscilla Mema Mumba, as the new Majority Leader.
Speaking after her appointment, Mumba, a veteran ward representative since the first County Assembly, said the decision reflects the broader interests of grassroots leaders pushing for more direct support to their communities.
“As MCAs, we have no development funds like MPs have through the CDF. That’s why we supported the Ward Development Fund Bill to ensure each ward can receive equitable support for bursaries, infrastructure, and local initiatives,” she said.
She mentioned, “Unfortunately, the former Majority Leader opposed this agenda, which made it difficult for us to serve our constituents.”
Mumba previously served as the Chief Whip and is now the second woman in Kenya to hold the Majority Leader position in a county assembly.
Her appointment has been welcomed by fellow ward representatives, including Freretown MCA Mariam Baimu, who said there was discontent over how Mwamwiri led the House.
“We were unhappy with his leadership. We have now entrusted this responsibility to a woman and believe she will steer us differently. We are pleased with this shift,” said Baimu.
Changamwe MCA Bernard Ogutu also weighed in, warning that leadership is not a birthright but a position of trust.
“This role is earned, not inherited. Any leader who ignores the will of the people should be ready to face consequences,” he said.
The reshuffle signals growing pressure within the assembly for more inclusive leadership and grassroots-focused development.
